Reclaiming VAT for shipments of investigational product from US to Germany

Hi,
I am looking for some advice on how to reclaim import VAT for shipments of investigational drug product from the USA to Germany. Is this a straight forward procedure? How long does this process usually take? Can the depot performing the shipment be the importer of record (IOR), or does this responsibility fall on the client reclaiming VAT?
