Exporting from a China CMO to a Label/pack vendor in Australia

Our China CMO, Wuxi, is telling the CMC Lead that they need an IND number in order for them to apply for an export license to ship out of China to our label/pack vendor in Australia. Does anyone have experience with this? Is this an actual Chinese government requirement that an IND number be available in order for the CMO to apply for the export license?
