I have a question relating to sourcing within a country that you are not based in and not exporting the product. Can you trade on you foreign license of do you need a local license. My understanding is that you can trade on your foreign license in that country. As an example if you are a UK based wholesaler buying in Japan and delivering to a site in Japan would you be able to trade? Fiscally the transaction would be Japan to UK.

All regulations are country specific and indicate you need a local license but I do not think this is correct for global trading.
