We have run into some similar issues – depending on the type of information needed and the destination country of the shipment – the PI or SMPC could be used (they often give the manufacturer name and address and label with country of origin). Sometimes – like for Brazil – the COA from the manufacturer is truly needed to confirm the date of manufacture. In those cases I have had some luck reaching out directly to the manufacturer to ask for assistance even though the product was purchased through a wholesaler, but it is not a guarantee and we did have one instance where we couldn’t import and had to source the same item locally in country to avoid the import.
