I would agree that industry average metrics for TE’s are probably difficult to identify primarily because each sponsor varies in how they want to define / track / evaluate the cause behind the TE. My recommendation for creating a metric around TE’s is first defining whether the TE was controllable or uncontrollable. That at least gives you a starting point to then identify the root cause that would apply per each category, similar to the reasons Ed stated in his response. In general, TE’s are less common then most would think, in my opinion. I would definitely advise speaking with your vendors that would be involved in the temp monitoring process to understand the process behind setting up a temp controlled shipment and ensuring procedures and contingencies are in place to mitigate risks around TE’s.
