you can QP release in Germany for use in Sweden. However in Sweden (and Finland), the location that receives the drug must be a licensed/registered pharmacy (licensed to import). Typically Hospital Pharmacies are licensed pharmacies and clinics are not. your CRO should be able to tell you in a pass through (licensed pharmacy) is required or not for the sites that are participating in your study.
