As someone who’s typically on the receiving end of RFPs like this, I can tell you the process and format of an RFP varies quite a bit from company to company. The larger the firm, the more structure typically comes along with the bidding process (RFI/RFP/bid defense, etc), and for smaller firms it we would generate a high-level quote based off of an initial email and phone call.
Some topics which usually come up during the RFP process:
1) Anti-biotic handling
2) Audit history
3) Equipment list / Packaging capabilities (i.e. bottle/blister/etc)
4) Packaging capacity/throughput
5) OEL restrictions/capabilities
6) Label sourcing/printing capabilities
7) Storage conditions
8) Distribution capabilities
