“Yes, a UK license (WDA-H) to wholesale commercial medicines gives you the ability to legally purchase from another territory and deliver to a site either within that territory, or to a site within a third territory. There is no requirement for the goods to go to the UK at any point.
The license holder would still be expected to follow all of the appropriate guidelines of their UK license (approving the supplier from which they purchase, ensure the site they deliver to is locally licensed etc.).
The limitation of a pharmaceutical license in terms of foreign trade is that you cannot have a facility in a foreign country on your license. For example, a UK license does not enable you to have a licensed site for the storage and distribution of medicines within Japan. It would only enable you to drop ship medicines within Japan i.e. collect from a licensed supplier and move them directly to a licensed delivery site.”
